This morning Russia is taking steps to trade without using the International SWIFT Trading Accounts and completely switch over to the Chinese CIPS System and Bypassing the Dollar and trading in Chinese Yuans.
If Russia switches to the CIPS System there will be at least a dozen other nations that make this switch within days.
Russian Deputy Prime Minister Arkady Dvorkovich made it pretty clear that if there are any more sanctions against Russia by any US or NATO nations they will do the switch.

My guess is that with a Port tied to a Naval Base the Legal Exportation of Cuban Cigars, Rum, Sugar and other products could be worth more in the long run that the oil.

It would be nice if President Trump helped develop this Tiny Nation as this Gold and the Oil Profits would help stabilize the US Dollar - but if not bids have been sent out to Russia, China and India oil companies.
